I have seen similar problems when there is a DSN on the system has is
configured with the Use strong encryption for data. Check all the DSN's on
the system and see if one of thim has this setting enabled.

You can also run cliconfg from Start - Run and see if the "Force protocol
encryption" option is checked. If so, disable it and run setup again.
