>From Start>Run type in mmc and hit enter. You will get a blank console
called Console 1. Choose File>Add/Remove Snap-in.. and then click on Add.
Scroll down the list to Meta Data Services and click Add and then Close.
Finally hit OK on the remaining dialog and there you go.
