I have managed to solve this problem by using the
solution at http://dbforums.com/t669510.html.

I verified the following versions of the following files:

26-Sep-2002 19:30 2000.85.1014.0 73,728 Cliconfg.dll
26-Sep-2002 19:30 2000.85.1014.0 20,480 Cliconfg.exe
26-Sep-2002 19:28 2000.85.1014.0 24,576 Cliconfg.rll
27-Sep-2002 16:22 2000.81.9031.3 61,440 Dbnetlib.dll
27-Sep-2002 16:22 2.71.9031.4 126,976 Msdart.dll
15-Nov-2002 20:27 2000.81.9031.14 24,576 Odbcbcp.dll
27-Sep-2002 16:22 2.71.9031.4 417,792 Oledb32.dll
13-Dec-2002 17:01 2000.81.9031.18 471,040 Sqloledb.dll
15-Nov-2002 20:27 2000.81.9031.14 385,024 Sqlsrv32.dll
02-Oct-2002 20:32 2000.80.728.0 180,800 Sqlunirl.dll

All of these files are in C:\Winnt\System32 except for
Oledb32.dll and Sqloledb.dll, these are in
C:\Program Files\Common Files\System\Ole Db folder.

Two of the files were not the correct versions. I copied
the correct versions from another SQL Server 2000
installation and now everything works correctly.

Thanks for your help
