Problem installing SQL Server 2000 on a Windows 2003 server

I am trying to install SQL Server 2000 on a new Windows
2003 machine. I tried from several CDs. Each time I get
the following error right the start of the installation -

DRIVE:\MSSQL\x86\setup\setupsql.exe

Windows cannot open this program since it has been disabled

-----------------------

I tried stopping the IIS and Terminal Services. Any advice
solving this would be greatly appreciated.
