If anyone tells you to use Visual Studio, run away screaming. It's not
free, and it's absolutely not simple.

Have a look at
http://www.sommarskog.se/arrays-in-sql-2005.html#CLR, there
is some example how to compile and load, using stuff that is on your
machine already, provided that you have SQL Server there. (If you haven't,
you can download and install .Net Framework.)
You can also look at http://www.sommarskog.se/dyn-search-2005.html#CLR.
The article only shows C# code, but there is example in VB .Net in one
of the files.
