SQL Server Agent Unable to Notify Operators

I have a SQL Server 2005 x64 device (Build 9.0.4035) that refuses to send job
notifications to a defined operator. Database Mail is configured, enabled
for automation, and test emails are send as expected. The SMTP server is
accessible, works with SP_Send_DBMail, and other local applications have no
problem using it. I full uninstalled and reinstalled SQL Server (files,
registry, appwiz.cpl, etc.), and can't get this functionality to work. The
next step is to rebuild the OS, but I would like to avoid that, if possible.
Is there a mail-related .dll that drives this functionality that could be
corrupt?
Before replying, please be advised that I have this mechanism working on all
other 2005/2008 organization-wide devices, so it is highly unlikely that it
is a configuration issue.
