Digital Certificate install

What rights does a local or domain user account have to have on a Win2K3
server in order to find and use a X509 certificate that is installed in
LOCAL_MACHINE\Trusted People? I want more than one user to be able to
access this certificate as well as a executable program that needs to access
the certificate. There is also the possibility the program will be called
by a SQL Server user account using the command shell stored procedure.
