Index Tuning Wizard Misbehaves

I get inconsistent behavior when running ITW against the *same* trace
file. Using the Fast option I get apparently satisfatory results but when
using the Thorough option against the *same* trace file I get:

The work load does not contain any events or queries that can be tuned
against current database....

Once ITW has made the above statement, no amount of reconfiguration of the
current instance of ITW will get it to change its mind. Obviously, one
reconfiguration is to reselect the previously successful Fast option. Does
not work. It seems that a new instance of Enterprise manager is required
before ITW will reconsider that same trace file again., and it will never do
a Thorough.

Can someone please clue me in on the art of getting ITW to work? Many TIAs.
