There are good reasons for not making all hotfixes available
publicly, but if you don't want to make the call, you have some
options:
1. There's a chance it could be this issue:

2. Try a publicly available hotfix and hope this is part of it:

http://support.microsoft.com/?kbid=838166)
3. Take a risk and install the beta version of SQL Server 2000 Service
Pack 4 (it'll take about a day for the beta enrollment to go through).
I don't recommend this for a production server, but if it's a
development machine, or better yet, just a machine with the SQL Server
tools on it, there's less risk.

If this is for a production server, the call to PSS is definitely the
safest route.
