Dooma,
I would strongly recommend you read Books Online for this information.
It is clear from your message that you are very new to this product, and
the risk of losing data is high for new administrators. Are you the
administrator?
In order to allow someone to administer users, you need to add them to
the db_securityadmin fixed database role. You do mean database _users_
and not logins don't you? They are different.
