user wants access

I have SQL 2003 server installed and configured and in use at this moment
on win2003 server. One of my users wants to be able to access the database
so he can add/delete users. He is using win 2000 pro. I never used SQL
before. What do I need to do to allow this person permission to the SQL
database? Do I need to install any kind of client on his machine? Let me
know if you need more info.
