Abnormal CPU usage

Hello all,
We have 4 SQL servers that are running SQL 2000 SP3a and Windows 2003 Server
OS. The servers are Gateway ALR 8200 series with Dual P III 600 mhz CPU, 1
GB RAM, RAID 5.
Problems we are seeing is the perfmon picks up the second CPU constantly
lumping around between 30-40% while the first CPU is loafing at 0-5%. When
the server is hit by a load at times the second CPU spikes at 90-100%,
sometimes for a few minutes long, while the first CPU hardly does anything.
We have checked the applications, tuning, etc for the apps. We have set SQL
to "boost priority" and set both CPU in Enterprise Manager. We compared to
other faster servers and this is not a problem. Seems to be only these 4
servers.
We used them the same way last year running NT 4.0 and SQL 7.0 and less RAM
with NO problems. Same user activity, apps, etc. Seems only since the
upgrade to 2003 OS or SQL 2000 may have caused this?
