SQL Problem???

I have system that consists of about 50 workstations; my server is running
SQL MSDE Ver. 8.00.382. Win2k Server, Sp4, P 998 MHz, 1.7 Gb Mem. My CPU
spikes to about 95% and then drops back down to almost nothing. This happen
every few seconds. I am getting a what appears to be a great deal of Page
faults. We are using the MSDE which I believe is restricted to 8
simultaneous users. We have more that 8 users logged in the program that
uses SQL at any given time but we are not receiving errors that too many
people are trying to access SQL at the same time. The system becomes very
sluggish at time and we begging to receive errors in the Horizon program.
Does this sound like a Sql problem? I am not getting any errors in the event
logs. . I know how to use Perfmon but I do not know what counter to use to
monitor sql server. I do see the sqlservr.exe service is #2 on the CPU usage
and mem usage lists. Not sure where to start troubleshooting the problem
