Strange error after installing SQL Client Tools

Also, this isn't related to SQL 7.0 or anything. I
couldn't find any references to SQL 7.0 being installed.
I looked in Add/Remove programs and also on C: for a
mssql7 directory. Only the SQL 2000 install is on the web
server. I saw this article but it's related to SQL 7.0
and SQL 2000 together on the same machine which isn't the
case here.
