SQL Agent will not start

Hello,
Has anyone seen this error I am receiving when I try to
start SQL Agent.
[000] SQLServerAgent cannot start because the msdb
database is not available for normal access.
How can I make MSDB available again. MSDB doesn't show
that it is in suspect or emergency mode. I can't find
info on this anywhere.
