connect and get to other resource(s).

No, you cannot use windows Authentication this way.
If a user VPN's to our network with a

Exchange still prompts you for a domain user account credentials even with
your VPN connection, depending on if you have the credentials in outlook
mail properties or not.
Shouldn't that user be able to connect to a SQL server via Windows

Sql Server attempts to use your local computer login Credentials Which fails
in this kind of Scenario. Sql Server login will only work in this case.
