    You need to go into task manager and find out what process is using the CPU.
    You mentioned that task manager doesn't show the culprit, but thats
    impossible. Are you viewing processes from all users (checkbox at the
    bottom)?

    Do you have anti-virus software installed on the machine? If so, are the
    virus definition files up to date?
