Sql server agent fails to start on reboot

I have a problem when rebooting my Sql Server 2000. The MSSqlserver
service starts correctly but NOT the SQLAgent service. However, when
the computer is up and running, I am able to start the SQL Agent
service without problem from Enterprise Manager. After that backups
etc run as they should.
The services run under an ordinary, unprivileged user account. All
setup has been done from Enterprise manager, and as far as I can see,
the account has the necessary privileges. And, we do not experience
any trouble apart from SQL Agent not starting on reboot.
The only error message in the Event log referring to SQL Server is
"SuperSocket info: Failed to get Exclusive port use(MSAFD Tcpip
[TCP/IP]) : Error 10013. ". I really don't know if this has anything
to do with my problem.
Any idea, anyone?
