SQL Memory - The SQL Server can not use more than 2GB

Hi,
This is my server cluster configuration:
Windows 2000 Advanced Server SP3
SQL Enterprise Edition SP3a
I have this cluster configured as active-active and each node there is an
instance of SQL Server 2000.
My problem is that each instance just use 1.5Gb of memory in each node. I
have configured the SQL Server memory to use dinamic allocation and included
the BOOT.INI parameter /3GB.
I have identified the maximum SQL Server memory using Performance Monitor.
When I have set the SQL to use fixed memory in more than 2GB, it starts and
make the SQL Server counters disapeared in Performance Monitor, when a set
the memory to use dinamically allocation I can use the counters again.
Am I missing something? Is it correct?
