sqlMail green light not on but says it is started

I am having a real time with getting my sqlagent mail working. Now when I run Scheduled dts as a job, I get a MAPI login error on the job. Of course every other email thing is working fine.
So in my reading it says that Sql Mail under support services is suppose to have a green arrow on it, like the others. Mine does not, Sql 2000 with Outlook 2000. I ran xp_startmail and it said it was already started. I then stopped and started it, but no green arrow. Is there suppose to be a green arrow?
