SQL 7/2K Client install question

Is there a way to just install the "Import & Export Data" utility on a
client PC? Seems like the only way we can do this is by removing all
the options bar EM, but we don't want the users to have anything other
than DTS (we don't even want them to have this really but that's
another story).
We're running SQL 7.0 SP4 on NT4 SP6a, going up to Win2003 and SQL2K
SP3a+ in the next few months.
