Synch errors in 2008

We just moved our SQL 2005 database to 2008 and setup merge replication. We
installed SQL Express 2008 on our laptops and created subscriptions from the
Management Studio on the laptops (some with XP Pro and some with Vista
Business). We are using the XP and Vista windows synchronizer and have
schedules to run when logging on. If we synch as an administrator then all
works fine, the initial synch created the base database and additional
synchs ran with no errors. We also setup the local user to have admin
rights on the local PC. If we log on as the non-admin user then we get the
error "Only members of the sysadmin fixed server role or db_owner fixed
database role can perform this operation......" when trying to synch.
Then, we disconnected from the network and updated a database record on the
local Express laptop. We then connected up to the network again and tried a
"synch" during login and got the following error "The remote server
'SQL2008' does not exist, or has not been designated as a valid Publisher,
or you may not have permission to see available Publishers.
Any guidance on these 2 problems is appreciated. Thank you.
