Snapshot Folder Access: Merge Pull Replication w/ SQL Authenticati

I am using merge pull replication with 10 subscribers and 1 publisher all
connected with a VPN. They are not in a trusted domain so I am using SQL
Authentication. The 10 subscribers are not trusted to see each others data so
the snapshot folders
need to be secured.
This is what I have done so far:
1. Created a SQL login for each subscriber;
1a. Added the SQL login to the appropriate PAL;
1b. Mapped the SQL login as a user on the publication db;
2. Created a Windows account on the publisher for each subscriber;
2a. Configured the snapshot share (UNC) to give access to the Windows
accounts;
2b. Configured folder security for read and list permission to the Windows
accounts;
3. Created SQL Server credentials for each Windows account;
4. Mapped the SQL logins to the appropriate SQL Server credentials;
When I attempt replication, I get an OS error 5 (access denied) when
attempting to download from the snapshot folder. What am I missing?
