Larry,
you can use sp_helppublication and look at allow_sync_tran. Whether or not
the subscription is itself updatable is a different matter though. It used
to be an error I'd make assuming that if the publication is set to be an
updatable one, the subscriber would itself automatically be updatable -
that's not the case and the default for the subscriber remains to be
not-updatable.
