I think the problem is not the proxy here.
I believe this failure is when the merge agent is running for the first time
and applying the snapshot.
Can you make sure the snapshot files are accessible by this account running
the sync and for the InternetLogin if you are using basic auth?

This is when running the synchronization on the subscriber. Everything
should be set up for web replication per the MS articles, the diagnostic
page
comes up just fine, so it would seem the web server is reachable, and that
the credentials I set up do work.

There is NO proxy server needed, and IE is set up that way under Internet
Options > Connections, with no proxy, no auto detection.

So the error message seems to leave me with "specify the
-InternetProxyServer parameter when starting the Merge Agent." I can't
find
anything in the GUI to do that. Cannot find any articles showing how to do
this. At this point I'm lost. How do I tell the Merge Agent NOT to try and
use a proxy server? Or is that not what my problem is?
