When I start agent from command line I get big surprise. It's work.
Short investigation give me an answer. The problem is with incorrect
registry permissions.
To check this I change SQL agent to start as system account. Works Ok.
On the second computer too.

I back and run Regmon. I find this.

snapshot.exe OpenKey HKCR\Interface\{95066150-0C61-11D2-B28C-00C04FD8EC02}
ACCESS DENIED Access: 0x20019 DOMAIN\User

This registry key have permission to read only for system and my account.
Others cannot read this key.
It's strange because I newer change permission in registry myself and
because
the same thing happens on the other computer.
