Characteristic function. In math is is shown as a lowercase delta, an
uppercase Chi or square brackets (that is the Iverson-Knuth
notation). You can Google up some articles by Knuth on notation at
the MMA site.
As an aside, there are some expressions that cannot be determined to
be TRUE or FALSE, so the characteristic function is not defined.
