Default setting for NOCOUNT?

Is it possible to set a default value for NOCOUNT?
I have collegues that have assumed that it always defaults to OFF, however
clients seem to insist they have it always set ON on there servers. However
I can't seem to find where this can be set other than running the SET
NOCOUNT command in the connection.
(Unfortunately this affects the ability of client library functions such as
those in .NET to return the number of rows affected.)
