the used tables should not disappear in the list.
first time I hear this.
how do you try to create the new measure? do you use the wizard?
The only place where the used tables are not listed is in the partition editor, when you try to add a new partition.
Allready used tables are hidden by default.
but this is not a new MG.

However if in BIDS I want to make a seperate MG on the fact table I
have to select a table from a list. Tables already used are excluded.
How can I make a seperate MG for the distinct count measure?
Do I have to edit the xml?
Hopefully somebody has another idea!
