OK, I got this to work,

With Member measures.[max_sales] as 'Max(time.month.members, sales)'
Select {measures.[sales]} on Axis(0)
{Generate(location.branch.members, {TopCount(time.month.members, 1, measures.
[sales])} * {TopCount(Descendants(location.currentmember, location.branch), 1,
measures.[max_sales])})} on Axis(1)
>From tSales

Let me know if there's a better way.
