BIP portal - user issues

I'm currently evaluating the BIP portal to see if it will help with a
project I'm working on. BUT I'm having issues with security.

I've tried various combinations of security, adding myself to the BIP_USERS,
BIP_PW and BIP_ADMIN, and tried every combination available, BUT the SAVE
and SAVE AS options are not available to me. After some playing I did get
the SYSTEM PREFERENCES option to show on the menu, but the SAVE, SAVE AS
will not show.

I use FILE - NEW view, I get a new OWC but I cannot save.
