Could you please clarify a bit more on what you mean by "checking each record in your recordset to see if it is in your database table at that time"?
"And primary key EmpID has been set correctly before you call EmpRs.Update method"? How can we determine if the key has been set correctly?

I understand that your VB application failed to update your table with the
error "query-based update failed because the row to update couldn't be
found".
If I have misunderstood, please let me know.
The error message indicates that some of the records that are being updated
are not found in your database table. Please check each record in your
recordset to see if it is in your database table at that time.
Also, I would like to know if the primary key EmpID has been set correctly
before you call EmpRs.Update method.
