Named Pipe ODBC reverts back to TCP/IP in ODBC Data Source Admin

Summary
Windows 2003 SP1 R2, MDAC Level 2.8 SP2. Ran MDAC Check and everything
looks good. SQL Server Client Network Utility (cliconfg.exe) is set to
Named Pipes Enabled (all others Disabled). Logged in as local
administrator. No custom local GPO settings enabled.

Symptom
When you create a System DSN to use Named Pipes, Test Connection, Close
Admin Tool, the System DSN reverts back to Named Pipes. Delete all
ODBC's and recreate. Same issue.

There is no error during the DSN setup or Test phase. For some reason,
it simply reverts or shows TCP/IP once you close and re-open. We
discovered the problem initially due to some forms front-ends (.mdb)
that get re-attached on this system prior to production rollout.

We do not have this issue on the legacy system (Windows 2000, MDAC 2.7)
