Two Simple questions

I am just starting in the SQL world, so I know this will probably be
extremely easy questions to answer.
1. On a machine that doesn't have SQL Server listed in the ODBC, how do I
install that driver? By installing MDAC?
2. I went to a Win98 ver A machine and it didn't have an ODBC shortcut in
Control Panel. Does this version not have ODBC?
