Connection problems when internet is down

I am running SQL Server 2000 on a Windows 2000 server with
10 clients connecting. Everything runs fine until the
internet goes down. When the internet goes down, the
clients have intermittent connection problems much like
those described in Microsoft Knowledge Base Article -
328476 about TCP/IP settings for drivers w/ pooling
disabled.
"...with a stress-related socket issue, the problem occurs
intermittently as the stress rises and falls. The computer
may run for hours with no errors, then the error occurs
one or two times, and the computer then runs for several
more hours with no errors. Also, when you have this
problem, general connectivity to SQL Server works one
instant, fails the next, then works again the next
instant."
I should note the connection problems are even at the
Enterprise Manager level. When the internet is down, I can
rarely get my instance to register in the E.M. The rest of
the network seems to be running fine w/ the internet down.
So what does SQL server have to do with the internet in
this instance? Please help! Driving me nuts.
