SQL 2000 licensing enquiry

Hi there, My company is venturing into a map portal business. It'll be
running on Windows 2003 platform (5 CAL), MS SQL 2000 (5 CAL) as back-end
server, Macromedia Coldfusion and Autodesk Mapguide (multi-users). So, does
our users via Internet counted as Client Access License(CAL) then? How about
the legality and technical restrictions?
