Per processor License performance

Can you please help me out answering the following technical questions.
 
1. In one of our servers, total CPU is 1. But 'per processor' license is
configured to 4. If I decrease this value to 1, means Per Processor License
is 1 - should I get any performance degradation due to changing this number?
 
2. Is there any way I can track auto-growth of the database? Let say, in
database 'A', data file auto-growth is 2%. What procedure should I follow to
track this growth.
