MSDE Trys to Install Each Time Someone Logs On

We have 3 or 4 computers with ADP payroll application on them that uses
MSDE.
If I install the package under an account such as administrator, then
another user attempts to use that computer, each time they logon, it goes
through the Windows Installer portion "Please wait while windows configures
Microsoft SQL Server Desktop Engine" for about a minute or so. Then it
stops, everything is cool. But the next time that user logs on, it will do
it again. This will occur everytime someone logs on to the PC.
This computer is part of a domain and does NOT use Fast User Switching.

Thanks
