Auto start MSSQL$ACT7 before starting Act8.exe ?

Sage Software's ACT! 2006 Contact Manager is a machine hog.

The install sets it to pre-load something on bootup including MSDE
which is what it runs on if you don't have the SQL Server Version.

On a notebook, even a fast processor, slow spinning hard drive etc. I
don't want MSDE running when I'm not running ACT! 2006, aka ACT! 8.

I have set MSSQL$ACT7 to Manual versus Automatic, so it doesn't start
with Windows, but have to remember to go in to Control Panel /
Services and manually start it before I try to start ACT8.exe.

Is there a way to create a shortcut or DOS Batch file that will start
MSDE, give it time to completely start and then start ACT8.exe ?
