MSDE installer appears each time program executes

My program connects to an MSDE database. Under a non-admin account, when I
click on my program executable, why does the MSDE installer appear each time?
The first time executing the program, the install wizard appears taking you
through the MSDE installation. Then after that, each time you run the
executable, the installer window appears for a second or two before the
application opens up. Why does it do that and how can I stop it from doing
that? Thanks!
