MSDE and SQL Server CE

I've installed a new instance of MSDE (SP4) on a test PC. Now I try to
install SQL Server CE 2.0 (filename - sqlce20sql2ksp4.exe) and it complains
about being able to install only with SQL Server SP1 or higher. Will Sql
Server CE not install with MSDE and only SQL Server? What would I need to
do to get SQL Server CE to work with MSDE?
