MSDE Installation failed

The installation rolls back.

In the Event log all I get is:

Product: Microsoft SQL Server Desktop Engine -- Installation operation failed.

and in the setup log there is this entry right before the roll back:

Starting custom action InstallPerfMon
Registering performance counters from sqlctr.ini
PerfmonLoad routine returned error code 128
Action ended 12:07:54: InstallFinalize. Return value 3

I looked for a solution in Technet but couldn't find one
