See if http://support.microsoft.com/?id=823466 applies. If so, there are
two workarounds: (1) change you system default locale to something else,
or (2) use the COLLATION command line parameter to specify a particular
collation to use so that setup doesn't have to try to determine which
collation to use based on your system locale.

Hi, I've been installing MSDE on my WinXP Pro PC, without
any difficulties. However, I've got this error when I
formatted my PC and install MSDE again: unable to
determine system default collation...
Could anyone please give me some assistance? Thanks in
advance.
