There is no 'main SQL server' as it is an intended 'standalone' app.

Well, I contacted a reseller and he wanted to sell me 'separate CALs' (my
guess is that resellers *normally* sell them as extensions/increments to an
existing CAL base, so they have an 'order code' (whatever) for 'only
CALs')...
And I cannot find ref to anything close to CAL License on microsoft.com
(Found a very meager notice ("Agree/Disagree EULA") in the SQL Server DevEd
Setup Wiz --> click 'Client Components' (screen 3 or so)) That refers to the
'Main Product License' and in case of a (clean laptop) installation I tested
referred to 'SQL Server Personal Edition' that was by the way not installed
on that machine)...
Also, buying "Enterprise Edition" for this (laptop) application seems like
buying a 'Rolls Royce' just because the cigarette lighter is compatible with
your battery charger (and your Beetle's lighter isn't )... Heavily oversized
(price but also func)...
A bit tricky. For my (gov) client I really have to be sure. So any answers
appreciated. I have spent quite some time researching sites, and I have
(telephone) contacted Microsoft NL a few times (They didn't know). All I
found on Google are references that indeed it seems reseller practice to
grant the tools on MSDE via 'CAL only' licensing. But again, I need info
from MS themselves to be really sure, I guess...
