you are wrong... MSDE comes out with oSql.exe, a command line tool that can
perform any kind of activity against a SQL Server/MSDE server, from
management to query tasks....
please have a look at

for it's synopsis and guide....
but you are right if you mean tha MSDE does not come with graphical tools...
