You can design your DTS package locally (if it's a SQL to SQL
transformation, just create a copy of the databases on remote server, design
and test the package) and then simply save it - either as structured storage
file, or visual basic file. On the target server richt click Data
Transformation Services, choose Open package and select your saved DTS
package.
