From your description, I understand that after installing SQL 2008
instance, we fail to remotely connect the SQL Server instance.
If I have misunderstood, please let me know.

in order to resolve the problem, I would like to explain the following
1 according to your description, the telnet test fails. So the issue might
be caused by the network problem. To further verify that, we need to
confirm if the instance installed is a default instance or a named
instance. if it is a default instance, we could verify that it is a network
problem.

otherwise, if it is a named instance, we need to run telnet command as
telnet servername\instance port number

note: we could get the port number of the sql instance by SQL Server
Configuration Manager.

2 since we could connect to the instance locally. we could know that the
sql is ready to accept the connection and the confiruation of the sql
should be correct.

Besides, to better understand the problem, we need to get the following
information.
1 please post the detail error description you recevice when the issue
occurs

2 on your machine, please ping the server where the instance is installed
