I downloaded sp3 from the link provided, but received a message that nothing
had been upgraded. When I drilled down to the details I got to this message;
Name: Microsoft SQL Server 2005 (SQLEXPRESS)

see the "Version and Edition Upgrades" and "Hardware and Software
Requirements" topics in SQL Server 2005 Setup Help or SQL Server 2005 Books

How do I get to 9.0.4035?
Also, browser service is running fine as evidenced by the fact that I can
connect when using the static IP of the server from outside my network, but
not on the VPN. Also, it has been stopped and restarted numerous times on
all three servers.
This problem only occurs on VPN and it occurs on SQL2005 and 2008. I really
believe it has to be related to VPN settings in SPS2003 R2.

I think that your SQL Browser Service did not work well. I recommend that
you first stop your SQL Server Browser service and then run it from console
mode as following:
<drive>\<path>\sqlbrowser.exe -c
By default, the SQL Server Browser service is located in the folder
%ProgramFiles%\Microsoft SQL Server\90\Shared.
Please post the output here.
Also I recommend that you try connecting to your SQL Server instance by
explicitly specifying the tcp: prefix. For example:
osql -S tcp:192.168.16.3\SQLEXPRESS -E

If this issue persists, I would like to check with you what the version of
your SQL Server 2005 Express is. You can run SELECT @@VERSION to check it.
If the version number is less than 9.0.4035, I recommend that you try
installing the latest service pack to see if that helps.
