I just recently got it fixed.
I ran Spybot and Ad-Aware on the client pc (both with the latest updates).
I think that I had run Spybot before, but not Ad-Aware. The pc was loaded
with suspect stuff. I knew that it shouldn't have been a permissions or
application problem, because the user didn't have a problem on other pc's and
other users didn't have a problem on their pc. My theory is that something
was redirecting them no matter what action they took.
