If you set the Instance to use a Fixed port, then the client can't
enumerate this information on UDP 1434.
So, if this is the case, then yes you have to specify the port.
If you allow dynamic ports on an instance, then we should be able to
enumerate this information on UDP 1434. If this isn't happening make
client side network traces to see if the traffic is ever being received at
the server. There should be one packet to the server from the client, and
then one response back with the port info.
